Filter on phone number

There does not appear to be a way to filter on an empty shipping phone number field.

I would like to be able to filter international orders with missing phone numbers so we may contact the customers and get them.

The manage filters editor does not appear to have a way to filter against this field.

It would be useful to simply be able to tell if anything exists in that field (blank / non-blank).
