UPS Rates Warning

The UPS rates warning every day and and every time we start shipworks is annoying and not useful. Make it user configurable.

Also, fix the More Info link in the warning, it goes to a 404 page.

  I was speaking with a rep when we set it up and he indicated this was normal behavior. Hence the feature request. See below.
